Grading and Retaining Walls in Springville

Springville grading changes as the town climbs the hill

Springville climbs from under 4,400 feet near Provo Bay to past 5,600 feet on the east bench. That spread shows up in the yards. Down on the west fields the ground is close to flat, heavy clay that drains slowly. Up along Canyon Road and in East Hobble Creek, lots slope hard toward the valley and sit on gravel and cobble. Each one needs its own grading plan.

Water is the thread through all of it. Hobble Creek runs right through town and has a real flood record, with flooding near I-15 in 1983 and minor flooding up the canyon in February 2017. City crews clear debris at the bridges and take-outs for a reason. Creek-side lots need grading that respects where water wants to go. Bench lots need to catch sheet runoff from the slope above before it reaches the house.

On retaining walls, Springville is clear: a wall over 4 feet, footing included, needs a building permit and engineering. Many bench lots also fall inside the city's Hillside Overlay, which adds grading rules on top. We confirm current requirements with Springville Community Development before we quote, so the price covers what the city will ask for. On a lot of slopes, two shorter terraced walls are the better fit anyway.

Springville, Art City, spreads from about 4,400 feet by Utah Lake up past 5,600 feet on the east bench, so a west-side clay yard and a bench view-lot are different soil, drainage and frost worlds, and one quote does not fit both.

Know your Springville ground

Elevation
About 4,551 feet
Ground
Heavy Lake Bonneville lakebed clay on the valley floor, gravelly cobble-filled fan soil up on the east bench, and Hobble Creek bottoms with a high water table
Secondary irrigation
Springville runs its own city pressurized irrigation, on around April 15 and off around October 15, and the high line pressure means most systems need a filter and a pressure reducer
Growing season
USDA zone 6b to 7a, last frost early-to-mid May on the bench
Wall permits
In Springville a retaining wall over 4 feet, footing included, needs a permit and engineering, and east-bench lots can fall in the Hillside Overlay with added grading rules

The Springville challenges

Grading and wall trouble across Springville

Steep bench lots that move

East-bench lots are often cut flat for the house and left steep at the back. Bare slope on fan soil sheds water fast and loses a little soil with every storm. Without terracing or walls, the back of the yard slowly creeps down toward the patio and buries the bottom planting bed.

Slow-draining clay on the west side

West-side clay holds water long after a storm, and the lots out there are flat. Water ponds on the lawn and against the foundation. In winter it freezes in place, and the clay heaves the walks and patios that sit on top of it.

High water in the creek bottoms

Lots in the Hobble Creek bottoms sit over shallow groundwater. Wall footings dug in spring can fill with water while you watch. Walls built there need more drain rock behind them and outlets that actually run to somewhere lower, not into the neighbor's yard.

The 4-foot permit line

A Springville retaining wall over 4 feet, measured with the footing, needs a permit and engineered plans. A wall that stands 4 feet above the grass can be well over that once you count what is buried. Crews who miss this end up stopping mid-job or tearing a wall out.

The J&H approach

How we grade and build walls in Springville

1 How we handle it

Terrace instead of one tall wall

On bench slopes we often step the grade with two or three shorter walls and planted terraces between them. Shorter walls are easier to drain, stay under the permit line more often, and the terraces give you flat ground you can actually use.

2 How we handle it

Drain every single wall

Each wall gets a compacted base, a perforated pipe at the footing that daylights downhill, and clean gravel behind the block. On clay and creek-bottom lots we go heavier on the gravel, so water never gets the chance to build up behind the wall.

3 How we handle it

Engineer and permit when needed

When a wall goes over 4 feet with the footing, or the lot sits in the Hillside Overlay, we bring in an engineer and pull the permit with Springville. That cost is in the quote up front, not added once the dirt is already moving.

Springville questions

Grading and Retaining Walls in Springville: what people ask

When does a retaining wall need a permit in Springville?
Springville requires a building permit and engineering for a retaining wall over 4 feet, and that height includes the footing. Lots in the Hillside Overlay can have more grading rules on top of that. We confirm current requirements with the city for your exact lot before we quote.
My lot is near Hobble Creek. Can you fix standing water?
Yes. Creek-bottom lots sit over a high water table, so we raise and shape the grade where we can, add drains that daylight to a lower point, and keep beds and patios from trapping water against the house. We also respect the creek's floodplain and check with the city.
Is one tall wall or terraces better on a bench lot?
On most Springville bench lots, terraces. Two shorter walls with a planted step between them drain better, look softer and often stay under the permit line. A single tall wall can make sense on a tight lot, and if so we will engineer it right.
