Fencing, Decks and Pergolas in Highland

Highland fence rules are specific

Highland lists what a fence can be made of, and chain link is not on the list. Development Code 3-612 allows vinyl, wood, wrought-iron look, concrete, stone, gabion and hog or horse wire. Fences top out at 6 feet, sit 14 feet back from the curb on street sides, and every post and footing has to stay on your own lot. Each fence also needs city approval before it goes in.

That list fits the town. On acreage lots like those in Timpanogos Ranchettes and Mitchell Hollow Acres, a fence may need to hold animals, and horse wire or rail does that job. Closer to the house, vinyl or wood privacy fence screens a patio. If you live along Alpine Highway, the city runs a fence replacement reimbursement you apply for along with the fence permit, so ask us about it before you pick a material.

Decks and pergolas have their own rules. Highland's permit sheet says a deck more than 30 inches off the ground needs a building permit, and so does a patio cover. We ask the city if your pergola design counts as one. On a big, open lot a pergola is often what makes the patio usable on a July afternoon. We plan the posts and footings for the soil under them.

Highland is the big-lot town on the bench above Lehi and American Fork, where many lots are an acre or close to it, courts and horse areas share the yard, deer browse the gardens and every retaining wall goes through the city first.

Know your Highland ground

Elevation
About 4,876 feet
Ground
Lake Bonneville delta ground on the Highland bench, with gravelly pockets that drain fast next to silty pockets that hold water, and silty fan soil along the mountain edge
Secondary irrigation
Highland's pressurized irrigation runs April 15 to October 15 on even and odd days with no Sunday watering, the meters are in, and tiered billing is coming
Growing season
USDA zone 6a to 7a depending on the lot, last frost late April or later, since Highland sits higher than the valley floor
Wall permits
In Highland every retaining wall needs city approval, and a wall 4 feet or taller, or one carrying a surcharge, needs a building permit with a stamped engineered plan and a drainage plan

The Highland challenges

Fence and shade problems in Highland

Chain link from an old bid

Some fence quotes still show chain link around a court or a dog run. Highland prohibits it, so that fence can draw a notice later or fail when you go for approval. We price only materials the code allows, and we pick one that does the job you need.

Deer in the garden

Highland's own newsletter called deer damage to trees, shrubs and gardens a real problem, and the deer come down harder in tough winters and dry years. A 6-foot fence is the city limit, so we pair fencing with deer-resistant plants and protect young trees inside the yard.

Fence on top of a retaining wall

A fence on a wall can reach 8 feet combined, measured from the lower side. A privacy fence that would go over that has to sit 4 feet back from the wall. Get it wrong and the fence may have to come down. We plan the wall and the fence together.

Posts in silty bench soil

Fence and pergola posts set in silty spots on the bench can heave with frost and start to lean. We set footings deep enough for the frost and backfill so water drains away from the post. One leaning gate post on a long pasture run pulls the whole line out of shape.

The J&H approach

How we build fences, decks and pergolas

1 How we handle it

Check the code and the plat

We look at setbacks, easements, corner sight lines and HOA rules, if you have an HOA, before picking a material. Then we submit for city approval. Posts stay on your side of the line, as Highland requires.

2 How we handle it

Footings sized for the ground

We dig footings to the depth the soil and the structure need and set them in concrete. Deck and pergola footings follow the permit plan when one is needed. Gates get extra support so they still swing true after a few winters.

3 How we handle it

Shade that fits a big yard

A pergola on a Highland patio has to look right from far back on a large lot, so we size it to the house and the space as well as the table under it. Cedar, steel or a mix, anchored to footings that will not shift.

Highland questions

Fencing, Decks and Pergolas in Highland: what people ask

Is chain link fencing allowed in Highland?
No. Highland's Development Code 3-612 prohibits chain-link fencing. Allowed types include vinyl, wood, wrought-iron look, concrete, stone, gabion and hog or horse wire. Every fence needs city approval, and the height limit is 6 feet. We confirm the current list with the city before we order.
Do I need a permit for a deck in Highland?
A deck more than 30 inches off the ground needs a building permit in Highland. A low deck may not, but it still has to meet setbacks. We check your design against current city rules and your HOA, and we handle the permit when one is needed.
What fence works for horses in Highland?
Horse wire is on Highland's allowed list, and wood or vinyl rail works well too. On a pasture, we plan the line around animal setbacks, gates wide enough for equipment and posts sized for a horse leaning on them. We confirm the rules that apply to your lot before we build.

Your dream yard. Done right. Done on time.
